Job Description
UDR is seeking qualified candidates for a Procurement Specialist (Remote) opportunity in Carlsbad, NM at the Waste Isolation Pilot Plant (WIPP).

The Waste Isolation Pilot Plant (WIPP) is the nation's only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.

Work Location: Remote
Due to the nature of the work, all candidates must be US Citizens.


Job Duties:

Support the procurement team. Prepare solicitations, RFPs, award contract modifications, award new contracts, perform CPAs, and all general subcontract administration duties.

Education: An associate or bachelor's degree in related field is preferred.

Experience: Minimum of 10 years' experience in procurement and contract management. Government contracting experience preferred.

Desired experience and qualifications:
* Experience in Federal Contract Management working with Department of Energy (DOE) or Department of Defense (DOD).
* Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).
* Experience with Construction Contracts, Services, Staff Augmentation, Engineered Equipment, and Fabrications.
* Knowledge and ability to perform Cost/Price Analysis and Cost Realism analysis.
* Experience in conducting negotiations.
* Perform Market Research for services, major equipment, and components.
* Knowledge and ability to write justification for award documents and negotiation memorandums
* Ability to work with Program Managers, Engineers, and field personnel to effectively develop statements of work, independent cost estimates.
* CPCM, or Core FAC certifications such as APDP Level II or DAIWA Level II are a plus.
* Experience working with Oracle and/or People Soft a plus.

Prefer prior DOE construction procurement experience.
