The HHS business unit covers our work with the Centers for Medicare & Medicaid Services, including,, and the. Our team supports Federal Heath in building and improving online public experiences and APIs that are reliable, accessible, and user-centered. We help millions of people enroll in healthcare and access Medicare and Medicaid benefits, and we help Federal Health improve the quality of Medicare and Medicaid services for beneficiaries and clinicians.

Primary Responsibilities:

In this role, you will serve as an emerging subject matter expert, while serving as an individual contributor that exhibits a high level of trust, autonomy and empowerment. With minimal oversight from leadership, you will be responsible for leading and monitoring the ability to meet scope, schedule and delivery requirements and may support adjacent programs within the business unit. A Staff Technical Writer exhibits strong influential skills to represent the technical writing practice in planning sessions, advocating for the best technical solution, while communicating tradeoffs. You will serve as the primary lead and proactively communicate with stakeholders; while utilizing strong influential skills to drive improvements in technical writing processes and practices. Primary expectations of a Staff Technical Writer include:

  • Plans and facilitates collaboration, building strong relationships across disciplines, stakeholders, customers, business partners and is able to synthesize multiple inputs into a cohesive approach and obtain buy-in

  • Primarily supports a program/portfolio, but may support business unit initiatives in order to drive thought leadership among practice and delivery

  • Serves as a mentor to individuals within the assigned business unit or program, providing constructive feedback to support employee development and practice innovations

  • Presents to a wide variety of audiences, inclusive of internal and external stakeholders

  • Serves as a subject matter expert, either conducting or overseeing interviews, observations, and documentation research

  • Provides oversight of tactical assignments, inclusive of document preparation, information gathering, and cataloging and records maintenance

  • Serves as a partner to Project and Program Managers to support the delivery of required scope and deliverables

  • Partners with Practice Principals to assist with growth opportunities, inclusive of proposal writing, solution development, presentations and briefings

  • Participates in grading candidate homeworks and participating in panel interviews

  • Ability to identify risks and communicate to leadership; provides recommendations to mitigate identified risks


Basic Qualifications:

  • Ph. D degree in Biology or related field and 15+ years of experience

    • Relevant years of experience may be substituted for education

  • Extensive experience with writing principles and relevant technologies, understands roles with which they interact and how their work impacts business goals

  • Experience with design software such as Figma, Miro, Adobe or other tools

Preferred Qualifications:

  • Thorough knowledge of grammar, punctuation, ability to write clearly and succinctly is necessary.

  • Experience in analyzing and preparing documentation, writing, editing, and interpreting technical documentation standards and preparing documentation accordingly.

  • Three years or more experience, background and knowledge of one or more ARPA Programs is highly desirable.

  • Two years or more experience working with ARPA Program Managers is also highly desirable.
