Position Summary & Duties Responsible

POSITION SUMMARY

Youth Services Center Program Manager will monitor the care, custody, and treatment of juvenile's programs. Supervise assigned staff, perform professional and technical duties related to program planning, budget preparation, fiscal management, and special projects management. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.

DUTIES AND RESPONSIBILITIES

  1. Maintain security, order and discipline to prevent disturbances, escapes and ensure the safety of residents, staff and the community.
  2. Ensure each shift is fully staffed.
  3. Perform crisis intervention as needed, as well as responding to incident calls.
  4. Originate and/or receive oral and written communications; input information into automated office system and accesses other information systems.
  5. Perform other special assignments as directed including, but not limited to, Compliance Manager, Safety Manager, Quality Control Manager, Population Manager, Intake Manager, Alternative Programs Manager and Juvenile Detention Alternative Initiatives Manager.
  6. Work cooperatively with other Program Managers and management staff in all aspects of the facilities operation, e.g. sharing staff, coordinating programs and resident supervision.
  7. Participate and assist in developing and administering program objectives.
  8. Assist in development, evaluation and administration of department/unit budgets, plan purchase needs, develop facility maintenance and capital improvements.
  9. Oversee the training and evaluation of subordinate staff.
  10. Act as a supervisor in the facility ensuring the facility is performing and in compliance with County, department and American Correctional Association (ACA) National Standards.
  11. Responsible for program and unit management as assigned by the director or assistant director.
  12. Maintain cooperative planning arrangements and working relationships with the public and outside agencies.
  13. Responsible for residential and support services assigned by the director or assistant director.
  14. On call 24 hours a day/seven days a week.
  15. Performs other job related duties as required or assigned.

Minimum Qualifications

  1. High School Diploma or GED, and seven (7) years of work experience with at risk adolescents in a lock down, secure, or correctional facility, plus one (1) year working in a supervisory role. Any equivalent combination of related education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  1. Employee must successfully complete the post-offer employment medical examination and background investigation.
  2. Employee must comply with the safety guidelines of the County.
  3. Employee must complete required FEMA training(s) as assigned to position.
  4. Employee must complete required Supervisor classes if applicable.
  5. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position.
  6. Employee must undergo 120 initial hours of on-the-job training, including State Juvenile Code and "A Level" Restraint Training.
  7. Employee must undergo re-certification in these areas every six months.
  8. Employee must comply with Bernalillo County safety policy requirements to include use of an OSHA approved respirator when required.

Working Conditions

  1. Duties are performed primarily indoors (90%) with some outdoor work (10%).Indoor duties are performed in a temperature-controlled environment.
  2. Outdoor duties typically involve transportation of residents and recreational activities with residents.
  3. Work hazards or potential work hazards include a possibility of personal injury from violent residents, or heavy exertion activities while restraining or pursuing residents.
  4. Employee may be required to do shift work.
  5. Work hazards or potential work hazards include working in assignments and are possibly exposed to infectious disease which require the use of an OSHA approved respirator. Equipment,

Tools and Materials

  1. Utilizes computers and communication equipment on a daily basis.
  2. Utilizes recreational/sports equipment, facility keys, handcuffs, and shackles on a frequent basis.
  3. Worker handles fire extinguishers and oxygen equipment on an occasional basis.
  4. Must be able to use when appropriate an OSHA approved respirator to include medical evaluation for respirator use and fit testing for proper sealing.
